Construction of Route 1 Water Main Improvements

The Town of Wrentham, Massachusetts, herein called the Owner, acting through its Board of Selectmen, will receive sealed bids for Construction of Route 1 Watermain Improvements, Contract 2018-003. Such bids addressed to the Board of Selectmen and endorsed “Bid for Construction of Route 1 - Contract 2018-003, Wrentham, Massachusetts” will be received at the Office of the Board of Selectmen, 79 South Street, Room 213, Town Hall, Wrentham, MA, 02093 until 11:00 AM on Wednesday, February 21, 2018, at which place and time they will be publicly opened and read aloud.

The scope of work includes installation of 5,700 feet of 12-inch watermain, along with associated hydrants, valves, interconnections and water service replacement. In addition, the existing 6-inch and 8-inch watermains shall be abandoned in place. The scope of work includes compliance with a MADOT Highway Division Access Permit, Traffic Management Plan, and Traffic Detour Plan, as well as an EPA Construction Dewatering Permit. Copies of permit applications may be found in Section 10 of the Contract Specifications. Any additional permit conditions shall be issued by a subsequent addendum.

The bidding procedure shall be in accordance with the provisions of Section 39M of Chapter 30 of the General Laws of Massachusetts, as amended to date. Copies of Section 39M of Chapter 30 may be obtained from the office of the Secretary of State, State House, Boston, MA 02113.

Contract 2018-003 is subject to the minimum wage rates issued by the Commissioner of Labor and Industries, in accordance with Chapter 149, Section 26 through 27D. Minimum wage rates are provided in Section 9 of the Contract.

Copies may also be shipped to prospective bidders for an additional charge to cover handling and mailing fees. All payments for printing and shipping are nonrefundable.

Bid Security is required in the sum of 5 percent of the Bid Price in the form of a certified treasurer's or cashier's check or a bid bond made payable to the Town of Wrentham will be required with each bid. Bidders shall also provide a Certificate of Non-Collusion, a Certificate of Tax Compliance, and a Certificate of Corporate Authority. The bidder agrees that its bid shall be good for 30 days, Saturdays, Sundays and legal holidays excluded, after the opening of the bids.

The successful bidder must furnish a 100 percent Performance Bond and 100 Percent Labor and Materials Bond. Selection of the Contractor will be based upon bidder qualifications, including evidence of past performance in similar projects and bid price. The contract will be awarded to the bidder deemed by the Board of Selectmen to be the lowest responsible and eligible bidder.

The Board of Selectmen reserves the right to waive any informalities, to accept or reject, in whole or in part any and all bids, or take whatever other action may be deemed to be in the best interest of the Town.

To be eligible to bid Contract 2018-003, prospective bidder shall have MADOT Highway Division Prequalification in the “Construction-Highway” category, and must demonstrably have completed contracts (excluding subcontracts) of equivalent or greater value. Any bid submitted by a contractor who is not so prequalified at the time of bid submission shall be rejected without further consideration. Award of the Contract will not be made to a contractor who is not demonstrably equipped to immediately undertake and fully complete the work in the manner and the timeframe as specified, including final paving. Time is of the essence of this Contract.

Traffic management and detour requirements under the Contract shall be provided by a company that specializes in traffic safety signage and device placement, provides construction traffic management, and maintains an inventory of traffic control devices adequate to serve this project.

The Contractor is responsible for disposal of surplus excavated material from the Contract. At the Contractor’s option, surplus gravel and separated bituminous materials may be delivered to the Wrentham DPW yard at 360 Taunton Street in Wrentham.


Bus Transportation - Elementary School

The Wrentham School Committee will receive sealed bids at the Office of the Director of Finance and Operations, King Philip Regional Schools, 18 King Street, Norfolk MA by 11:00 A.M. on Friday, March 2, 2018 for Bus Transportation of Elementary School Pupils. The proposed service period is from July 2018 to June 2021.

The bid award is subject to the approval of the Wrentham School Committee, which reserves the right to reject any or all bids as they deem to be in the best interest of the Town of Wrentham.
